
It cannot be denied that education is one way to help increase and develop high-quality human resources. That is why Indonesia has been putting their best effort to accelerate education in some 3T regions, including West Papua and Papua. It means to improve local education and help make the region gain more advanced in the future.
The Purpose Of The Program
The idea of focusing on education development and accelerating related education programs is meant to abide by the OTSUS law. OTSUS law is special autonomy law that has been implemented since 2002, but recently get revised for the second reimplementation. The law itself meant to provide a proper budget allocation for the region’s growth.
The growth is not only for education, it includes basic and advanced development in health, education, and economy. But government need to get the first milestone in improving human resource. In this case, one way to do it is by developing and keep on refining the education infrastructure, programs, and quality.
In this case, the government has been in front to propose and accelerate education growth. The point is to shape and help create a better region. It means to make the already fast development get into the more advanced level. Thus, both Papua and West Papua can be on par with the major islands in Indonesia.
TORANG BISA As A Slogan For Locals
Central authorization highlights that the main purpose is not only at the same level as other islands, but also better than others. However, vice president, Ma’aruf Amin also pinpoint that the acceleration and the plan will work better with the help of local cooperation. The vice president mainly highlights the religious roles and social institutions.
Religious leaders and social institutions have a huge role in leading people to get the proper education. It includes providing knowledge, information, and also places. One of the current occurrences is the lack of infrastructure and education centers. The local has been constantly building new churches since followers are increasing.
The same with education. Participants keep on increasing, but the infrastructure and places to study are not on par with the demand. That is why local and central will try to fulfill the need for basic education needs in the West Papua and Papua region. In this case, the ministry and the local figure will take a role in increasing the quality.
Not to mention the powerful motto of Torang Bisa. It is an indication that indigenous have talents, skills, and wiliness to learn. The idea is not impossible to realize. Especially with the purpose to increase education and improve human quality through schooling, training, and cultivation. But again, it needs proper support and cooperation from both locals and the government.
What To Do And Expect For Better Education
In 2019 central government (ministry of education and culture) created a dedicated group to run the education acceleration program. The team was meant to accelerate the number of participants and reach the eighth milestone of national education standards. However, Muhadjir Effendy, as a ministry of education and culture pinpoint some objects to focus on.
1. The Need Of Special Approach
Effendy highlights that there is a need for special and different approaches for the West Papua and Papua region education system. It is because the function and purpose are to increase and evenly distributed education in the region. It is not far from the reason that the region is part of 3T (leading, remote, and left behind) areas, which lacking compared to many other places.
2. Contextual Curriculum
A contextual curriculum is one thing that the region needs to explore, entice, and increase locals’ participation. The curriculum is an education design arranged based on the local’s ability and language. It is meant to help people understand and ease the education method. It might also include a specific curriculum for the hunter, villager, gatherer, or city dwellers.
3. Creating Programs To Supports The Plan
Creating and implementing the proper program is vital to get the milestone. Some programs planned to focus on local Papuan education are one roof school and dormitory infrastructure. The idea is to raise the participation number by offering a less straining and easier-to-reach opportunity. It also includes a plan to develop 34 secondary schools.
4. Coordination For Facilitation With Local And Education Leader
Coordination and facilitation in the West Papua and Papua education plan is the hardest point to reach. It is the main challenge since government needs to work together with school administrators from every level. It meant to map every need, basic infrastructure project, and many other improvements required in the education facilities.
The idea of improving human resources in Papua is not a new proposal from the government. However, it does not make the plan painstakingly a failure. It was part of the OTSUS law with massive budget allocation for the region’s development. It includes the education fund. Currently, the government is pretty optimistic about the plan and asks for better participation.
