Political Career
Demas Paulus Mandacan is a politician for the PDIP party. He leads the Indonesian Democratic Party of Struggle’s (PDIP) Manokwari Branch’s Leadership Council.
In 2016, he served as Manokwari Regent. Many political parties, including PDIP, Nasdem, Hanura, PKPI, PBK, and PPP, back him and Edi Budoyo, his deputy.
His Death
The medical team at RSAL doctor Azar Zahir Manokwari stated that the Regent of Manokwari, Demas Paulus Mandacan, had died around 21.10 Papua time on Monday, April 20, 2020. He died at the age of 45.
Demas Paulus Mandacan was found falling in the bathroom of his house around 21.00 Papua time.
The medical team arrived at the Manokwari Regent’s residence and immediately took the regent to the Manokwari Hospital, West Papua Province.
Doctor Alfred Bandaso, the Head of the Manokwari Health Service, said there was an allegation that the death of Demas, the Regent of Manokwari, was a heart attack.
On Monday morning, Demas Paulus Mandacan, looked healthy and attended a technical coordination meeting with the Governor of West Papua and the Regents throughout Manokwari Raya (Pegaf, Mansel, Bintuni, and Wondama).
It was to discuss the preparedness of the budget for countermeasures and Covid-19 prevention.
Manokwari Focuses on Increasing Competence of Financial Managers
The late Demas Paulus Mandacan said that the Administrative Officer of Regional Financial Management and the Treasurer in the Regional Apparatus Organization (OPD) are the spearheads of realizing clean and orderly regional financial management towards Good Governance.
Therefore, it is necessary to always improve competence in managing regional finances, including through technical guidance events.
Furthermore, Demas Paulus Mandacan stated that the Government of Manokwari Regency was determined to raise the quality of BPK-RI’s opinion on the 2018 Regional Government Financial Report to become WTP.
To realize this, Demas really hopes that BPKP can assist and guide in preparing financial reports, especially OPD, an accounting entity.
Build Indonesia from the Outskirts
In 2016, when he served as regent of Manokwari, the construction of cell towers continued.
The construction of Cellular Towers in Manokwari manifests the President’s Nawacita, building Indonesia from the outskirts.
The Ministry of Communications and Informatics is collaborating with Regional Governments and several Ministries in developing telecommunications services in the Universal Telecommunications Service Area.
The government proposes to build BTS in 54 location points in West Papua Province. They have surveyed all the locations. All of them are in locations where cell towers are to be built.
Meanwhile, the government has built 4 locations. They have 2 locations in the Arfak Mountains, 1 in Maybrat and 1 in Manokwari Regency.
Two programs are implementing the Universal Service Obligation (USO) Program in West Papua Province. The program provision internet access and provision of BTS.
The provision of internet access is in collaboration with the Ministry of Education and Culture, the Ministry of Manpower, and the Ministry of Tourism.
The total internet access in the province of West Papua is 25 locations. It consists of schools, Vocational Training Centers, and Tourism Information Centers.
Demas Paulus Mandacan was grateful for the presence of BTS in his area. The hope is that the BTS that has been built can be expanded. And the construction of other locations that have been surveyed can be built soon.
