Education Challenge In West Papua To Follow Digitalization Era

With the pandemic impact and the need for distance learning, the government needs to think further about education and development. When many central lands get some issues, how about the 3T region such as West Papua? To this day, several challenges for digitalization education in Papua are harder. Here are some of those issues.

The Six Agendas Of Education Development

After a new revision of OTSUS or special autonomy law in 2022, there is a huge increase in the fund for the regions. The investment should be used on many other development factors, including education. To make it reach the initial goal and be properly used, the ministry of education and culture highlights six agendas to boost education developments.

The first agenda is the plan to develop dormitory schools and vocation education. There is also a milestone to eradicate illiteracy, implementing contextual curriculum, increasing the educator, improving educator quality, increasing the chance for a higher education level, and facilitating tutor, training, lecturer, or experts.

The Challenge Government Need To Address

Agenda has helped create a specific plan for education development, but there are many challenges to address before and during implementation. Some of the primary issues are budgeting, demographic situation, and the low education situation in West Papua. Here are some details to tell you about the issues.

1. Budget On Administration

The idea of developing a dormitory and vocation school is considered a nice offer by the government. However, the first issue to be addressed is budgeting and funding. Locals feel burdened by the agenda since implementing dormitory schools will need big funds to realize, not only for the development but also for the administration.

Not only that, vocation education in the region is considered less demanded and direct. There is no yet road map from the government instancy that indicate the need for man labor in some districts. Thus, the vacation school is likely preferred by people and offer better result for students. That is why the general study is better to implement in the region.

2. The Need To Focus On Illiterate Situation In The Region

One of the agendas in education development is to increase the Melek Aksara or literate rate in the region. While west Papua has significantly shown a good increase in literation and reduced illiteracy, it should also include a better education spread. The rate itself is considered as good, and the improvement is significantly positive.

To indicate that people are literate, they should understand the text. At the same time, people are not only capable to read but also writing the text in the form of sentences. But not many indigenous got the skill set. Some only understand texts with their context but are unable to produce the same meaning in words.

3. Vast Demography Makes The Conceptual Curriculum Hard To Carry

Spreading education and getting proper participation in Papua is considered a challenge by itself. The vast demography of people in the region can make some programs and agendas harder to implement. Especially, with the vast major of language, culture, and community across the region. That is why the west Papua conceptual curriculum is not easy to do.

One thing is for sure, the conceptual curriculum is formed and created by adapting the local education and language. Imagine how much tribe and language the region has. It means the ministry, government, and educators will need to work harder to provide the proper education system for every need. And what comes with a bigger program?

It means the issues that will follow the demand for a bigger budget, workers, and time. The education worker should be skilled enough to reach and understand each place’s unique point. Creating very unique work and curriculum. It is not ideal, even though the contextual curriculum help improves unique aspect and create an identity for each place.
