
According to Indonesian state statistics, 84.4 million of the country’s population is under 18. In 2045, they are expected to become the Golden Indonesia generation. The Indonesian government is firmly committed to realizing the Golden Indonesia generation as superior and competitive Human Resources who are competent to lead the country in the future.
Indonesia’s Ministry of Public Works and Public Housing (PUPR) is actively building supporting facilities and infrastructure to support this ambition. One of them is the Papua Youth Creative Hub, a Papua and West Papua youth facility.
Follow-up on the Visit of Papuan Youth to the State Palace

Joko Widodo, Indonesia’s President, received and greeted a group of Papuan and West Papuan figures at the State Palace on Tuesday, September 10, 2019. They submitted ten requests to the President, led by Abisai Rollo, Chair of the Jayapura City DPRD:
- Request for the expansion of five customary territories in Papua and West Papua provinces.
- Request for the establishment of Papua’s National Agency for Land Affairs.
- Appoint officials in echelons I and II to ministries and institutions.
- Development of domestic hostels.
- Ensure the safety of Papuan students.
- Proposal for a Special Autonomy Bill in Prolegnas 2020.
- Issuance of Presidential Instructions for Appointment of ASN in Tanah Papua.
- Request for the acceleration of the Palapa Ring east of Papua.
- Request for establishment of women’s and adat institutions in Papua.
- Build the presidential palace of the Republic of Indonesia in Papua, specifically in Jayapura, the capital city of Papua province.
They used this extraordinary opportunity to convey aspirations for how to advance better and prosper Papua. The hope is that the government will cooperate and be committed to being the nation’s and state’s spearhead for promoting the Land of Papua.
The President responded: while infrastructure is being improved, human resource development must also proceed. Joko Widodo initiated the development of the Papua Youth Creative Hub to explore the superior seeds and talents of Papuan youth.
The Groundbreaking of the Papua Youth Creative Hub

President Joko Widodo laid the groundwork for the Papua Youth Creative Hub in Abepura District, Jayapura City, Papua, on Saturday, October 2, 2021.
The Papua Youth Creative Hub’s development plan will include a variety of talents such as digital ecosystems, millennial farmers, and research and innovation development.
The number of excellent talents in science, arts, culture, and sports presents a significant challenge for the Indonesian people to prepare excellent and organized talent management. The Papua Youth Creative Hub is thought to hold the future of Papua and West Papua and the future of Indonesia as a whole.
Papua Youth Creative Hub Design and Facilities
They will build this magnificent structure on a 1,500 square meter plot of land. The main building area will be 3,520 square meters, and the supporting buildings will be 1,812 square meters. The government has also prepared an IDR 98 billion State Revenue and Expenditure Budget (APBN) to develop this Papua Youth Creative Hub.
The Papua Youth Creative Hub structure will include an exhibition space, co-working space, theater space for arts and culture development, culinary space, research space, and health services. They will also build a dormitory space and a parking area with a capacity of 53 cars and 154 motorcycles and landscaping.
Completion is Scheduled for The End of 2022.
According to reports, the government wants to provide as much room as possible for the development of Papua’s young generation. The Papua Youth Creative Hub is expected to be a driving force and a center for developing Papua’s young talents. Furthermore, it can serve as a creative hub for Papuan and West Papuan youth, contributing to creating a vital innovation and technology ecosystem.
The construction is expected to be completed by 2022, allowing the institution to be immediately prepared and used for human resource development in Papua and West Papua.
Papua and West Papua Human Resource Development
Human resource development is critical in Papua. The government attempts to keep Papua moving forward by highlighting its natural beauty, exotic tribes, and fascinating culture. Not only to promote tourism but also to ensure the well-being of its people. Building intelligence and human resources are one way to prosper. Of course, to help with infrastructure development in the form of physical structures like stadiums and bridges.
The governments are also developing human resources through vocational education and formal education. The benefit of BLK is that participants can be up to 45 years old, so mothers and high school graduates can study there without fear of losing their diplomas.
Vocational education is also encouraged so that Papua’s human resources can keep on improving because training at the BLK allows them to practice more. They also have the skills and can open their businesses after graduating, such as salons, workshops, catering, etc. Until now, many BLK (job training centers) have been built in Papua and West Papua provinces.
