Rencana Induk Percepatan Pembangunan Papua (RIPP) translated as Papua development acceleration Master plan has been revised in early 2022. The Indonesian government make a little bit of formulation on the 2022-2041 plan, which can affect the future of Papua and West Papua. It contains the projection of Papua condition, which is briefly explained in this article.
Otsus Extended To 2041 And 2.25% Increase General Allocation Fund
Otsus or special autonomy for the region is extended to 2041. It is the base of the 2022-2041 Papua RIPP, which refers to law no.2 of 2021 Otsus. From the information, the RIPP projected the region’s condition and the situation in 20 years (2041). It includes the region’s establishment, development, challenges, and potential.
The revision itself also offers some substantial changes that are believed to help Papuans strive in the future. In the paper, the changes are mainly to help decrease the gap with the rest of the nation. Thus, the extension includes an increased amount of general allocation funds from 2% to 2.25%. The estimated cost is about 234.6 trillion rupiahs for the two provinces.
Native Papuans Got Policy-Making Chance
Other than the increase in the fund, there is also a highlight on the local community empowerment. The revision of RIPP in 2021 pinpoint the function to empower native West Papua and Papua to be part of the policy-making figures. It said that the total empowerment is about one-fourth of the regional legislative council for the native and nonpartisan Papuans by appointment.

2041 Visions And Goals (Population, Spread, Economy, And Natural Resources)
The generalization of the RIPP itself includes a wide range of vision and goals in 20 years. It said that the special Autonomy project visions and goals in Papua are 20 years from now. Based on the current potential, challenges, and conditions, some of the goals are related to the population reach, balance, economy, and natural resource sustainability.
The first goal is including increasing the number of residents with the help of immigration. The idea will mainly increase the demographic population projected on the shoreline cities. It is dedicated to the areas due to the economic pattern and potentials. However, it also rise the challenge in creating equal skills, health, and education that show the locals’ competence.
West Papua and Papua 2041 development also include an increasing number of provinces. The government highlight that the idea will help create new economic centers in the region. Thus, it elevates the local economic status and decreases poverty. At the same time, it also creates more challenges in creating equal, quality, and balanced public service in the process.
However, there is also a chance of increasing the quality of human resources in 2041. Alongside the education and policy-making position, human resource development help decline poverty and increase regional fiscal independence. The acceleration also helps create better population spread and balance the IPM (human development index) in Papua.
Some other mentioned growth and improvement is the natural resource potential. The projection mandate that the various natural resources of Papua are expected to be managed inclusively and sustainably. It also said that the indigenous people and OAP have the chance to take care of the west Papua – Papua blue-green economy and climate change.
Envisioning the regional development in 20 years, the master plan tries to accelerate development in many aspects. The decision includes an increase of allocation funds, native Papuan chance to be part of the law, education, economy, and infrastructure growth.
